Referral Policy and Procedure
- All applicants registered in Groups 1-4 will be required to keep the Employment Office informed as to their current address and telephone number in order to conform to this referral policy.
- A job referral telephone line stating the number of available applicants on the chronological lists (1-4), the number of jobs, and the Contractor calling will be available after 5:00 p.m. until 7:00 a.m. of the day the referrals called out. This information will also be available on the secured portion of Local 25 IBEW web site. The Business Office will make every possible effort to reach the applicant. If the applicant is available to be referred for employment, it is their responsibility, and theirs alone, to make sure that they can be reached by telephone by the Business Office. The applicant will be read all of the jobs available to him/her when called. If the applicant does not answer or fails to get back in touch with the Employment Office during the call-out of jobs they will receive a turndown (strike or ding). Applicants will be allowed two turndowns without penalty. Applicants will be taken off the books for their third turndown. After being taken off the books the applicant will be made not available for employment, and they must sign in person their respective book. (Book 1-4)
- All job referral offers, including multiple contractor referral offers listed for the same day will be regarded as opportunities for employment with respect to those applicants who fail to be available at the time of the phone call. An applicant with no turndowns (strikes, dings) shall be removed from the book in the event that there is three or more contractor job offers made available at the time of the phone call. The Business Manager has discretion to make an exception for turndowns due to deaths, serious medical conditions, or serious illness in the immediate family; written proof may be required.
- The Business Manager has the responsibility of filling calls in a timely manner. Therefore, in an emergency, referral may have to take place outside of normal hours using whatever means available to fill the call and place the registrant. In this case if a call is missed the applicant for employment will not be penalized.
- Calls will be made from 8:00 a.m. until the jobs are filled, Monday to Friday.
- Electricians who are registered and available for work but who are not working in the jurisdiction other than Local 25 IBEW, upon receiving notification to return to this jurisdiction for employment, shall do so or be removed from the list. Reasonable delays in returning may be granted at the discretion of the Business Manager.
- When a journeyman is referred for employment and is terminated at any point prior to forty-five (45) working days of available employment, they will return to their original place on the chronological list. They will continually be referred to jobs until they has compiled a total of forty-five (45) working days of available employment. It should be understood that available work days will include Monday through Friday, excluding holidays unless worked. Any part of the workday will constitute a day for the purpose of this referral system, Saturday, Sundays and Holidays included, if worked. An applicant will be charged with a day worked for any personal time off. There will be no exceptions unless approved by the Business Manager.
- When a journeyman is referred for employment and has been credited with forty-five (45) working days or more and then is terminated, they return to the bottom of the referral list in the normal chronological order of placement.
- Any employee terminated by reason of quit or discharge for cause shall report to the Business Manager before reinstatement to the referral list. Any employee receiving two discharges for cause within a twelve-month period shall have their referral privilege suspended until they appear before the Appeals Committee for determination as to their continued eligibility for referral.
- Specialists – When a specialist is referred for employment by the Business Office, not subject to chronological order, such specialists shall return to the list upon completion of their work assignment. Any applicant with special skills who is working as a specialist and works forty-five (45) days or more will be removed from the list. Specialists CANNOT work as a journeyman on any job for the employer they were referred to for a special assignment unless cleared by the Business Office or have spent forty-five (45) days or more working.
- A vacation will be recognized for the number of days credited by the vacation fund. The Business Office must be notified, in advance, of any and all vacation time prior to taking such days.
- An applicant who is laid off will not be placed on the chronological list until the next business day following the lay off.
- A journeyman laid off can receive a job referral on the same day after referrals have gone through the chronological list of their referral group on that day. The referral of those laid off will be in order that they appear the next day. The Business Office will have the option to assign a job to the first person available.
- All persons on the referral list, including applicants/disabled must sign the Referral Book monthly. Re-signs can be done in person, fax or mail.
- Foreman – When a Foreman is called out by name, upon completion of their work assignment prior to or on the forty-fourth (44) day, they shall return to their original number on the list. Any foreman whose job finishes on or after the forty-five days shall be placed at the end of the referral list. If they are referred out for a second time as a Foreman, they will be placed at the end of the referral list upon their termination.
- After forty-eight (48) hours from the time of receiving the employer’s request, if a job is unfilled, it will be offered to those available in the next referral group - the forty-five (45) day rule will be suspended. When the unemployment in Group 1 becomes in excess of fifty (50), the Business Manager will review the number of applicants available and decide whether or not to reinstate the forty-five (45) day rule.
